Yes – CBD oil obtained from hemp is legal, because the FDA considers hemp-derived cannabinoids to be food-based products, so their importation and consumption is not restricted. However, it is not legal to grow hemp in most of the US states. For this reason, a lot of companies producing CBD oil or other cannabidiol-rich supplements, source their hemp from countries where it is legal to grow it.
